40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色城(cheng)鎮、綠色社(she)區。

方案中提出,持續提升綠色建筑比例,大(da)型(xing)公(gong)共建(jian)(jian)筑(zhu)和國家機(ji)關辦公(gong)建(jian)(jian)筑(zhu)、國有資金(jin)參與投資建(jian)(jian)設(she)的其他公(gong)共建(jian)(jian)筑(zhu)按(an)照一星級以上綠色建(jian)(jian)筑(zhu)標(biao)準(zhun)進(jin)行建(jian)(jian)設(she)。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探(tan)索(suo)既(ji)有(you)建(jian)筑節能(neng)改造市場化模式,推進(jin)公共建(jian)筑能(neng)效(xiao)提升試點城市建(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年,城鎮新建(jian)建(jian)筑(zhu)(zhu)100%執(zhi)行(xing)綠(lv)色建(jian)筑(zhu)(zhu)標準;到2030年,全省(sheng)新建(jian)建(jian)筑(zhu)(zhu)嚴(yan)格執(zhi)行(xing)建(jian)筑(zhu)(zhu)節(jie)能設計標準。

方案中還提出,鼓勵在建(jian)筑(zhu)領域規模化(hua)應用可再生(sheng)能(neng)(neng)源(yuan),提高太陽能(neng)(neng)、風能(neng)(neng)、地(di)熱(re)能(neng)(neng)、生(sheng)物質能(neng)(neng)等可再生(sheng)能(neng)(neng)源(yuan)綜合利(li)(li)用水平。可再生(sheng)能(neng)(neng)源(yuan)利(li)(li)用設(she)施與建(jian)筑(zhu)主體工程同步(bu)設(she)計、同步(bu)施工、同步(bu)驗收。開展(zhan)建(jian)筑(zhu)屋頂光(guang)(guang)(guang)伏(fu)行(xing)動,充分(fen)利(li)(li)用既有建(jian)筑(zhu)屋頂資源(yuan)建(jian)設(she)光(guang)(guang)(guang)伏(fu)發(fa)電(dian)(dian)設(she)施,鼓勵工業廠房屋頂建(jian)設(she)光(guang)(guang)(guang)伏(fu)發(fa)電(dian)(dian)設(she)施,大幅提高建(jian)筑(zhu)采暖(nuan)(nuan)(nuan)、生(sheng)活熱(re)水、炊事等電(dian)(dian)氣(qi)化(hua)普及率。推進熱(re)電(dian)(dian)聯產集(ji)中供(gong)暖(nuan)(nuan)(nuan),加(jia)快推動工業余熱(re)供(gong)暖(nuan)(nuan)(nuan)規模化(hua)發(fa)展(zhan),因地(di)制(zhi)宜推行(xing)熱(re)泵、生(sheng)物質能(neng)(neng)、地(di)熱(re)能(neng)(neng)等清潔(jie)低碳供(gong)暖(nuan)(nuan)(nuan)。提高建(jian)筑(zhu)終端(duan)電(dian)(dian)氣(qi)化(hua)水平,建(jian)設(she)集(ji)光(guang)(guang)(guang)伏(fu)發(fa)電(dian)(dian)、儲能(neng)(neng)、直流(liu)配(pei)電(dian)(dian)、柔性(xing)用電(dian)(dian)于一體的"光(guang)(guang)(guang)儲直柔”建(jian)筑(zhu)。到2025年,城鎮建筑可再生能源(yuan)替代率達(da)到8%,新(xin)建公(gong)共機構建筑、新(xin)建廠房屋頂光(guang)伏覆蓋(gai)率力(li)爭達(da)到50%。

i)持(chi)力(li)度,有效(xiao)(xiao)破解項(xiang)目建設中的土地供(gong)應、城鄉(xiang)建設、環(huan)(huan)境保(bao)護、電(dian)(dian)(dian)(dian)(dian)網(wang)適應性等(deng)(deng)瓶頸制約,完(wan)善(shan)可(ke)再(zai)生能(neng)(neng)源(yuan)消納保(bao)障機(ji)制,出臺促進(jin)可(ke)再(zai)生能(neng)(neng)源(yuan)發展(zhan)的空間要素、財政(zheng)金(jin)(jin)(jin)融(rong)等(deng)(deng)保(bao)障性措(cuo)施(shi)。推(tui)廣(guang)節(jie)能(neng)(neng)環(huan)(huan)保(bao)服(fu)務政(zheng)府采(cai)(cai)購(gou),強化(hua)節(jie)能(neng)(neng)環(huan)(huan)保(bao)產品政(zheng)府強制采(cai)(cai)購(gou)和(he)(he)(he)優(you)先采(cai)(cai)購(gou)制度執(zhi)行。(三)建(jian)立健(jian)全市場化機制。組織(zhi)省內電力企業積極參(can)與(yu)全國碳排(pai)放權(quan)(quan)交(jiao)易(yi),加強企業碳核查,做好排(pai)放配(pei)(pei)額分配(pei)(pei)、自愿交(jiao)易(yi)、配(pei)(pei)套服務(wu)等(deng)工作。修訂用(yong)能權(quan)(quan)有償(chang)使用(yong)和交(jiao)易(yi)試點實施方案,完善用(yong)能權(quan)(quan)配(pei)(pei)額分配(pei)(pei)辦(ban)法,推動用(yong)能權(quan)(quan)交(jiao)易(yi)擴圍,優化能源資源配(pei)(pei)置。積極推行合同能源管(guan)理,推廣節能咨詢(xun)、診斷、設計、融(rong)資、改(gai)造、托管(guan)等(deng)"一站(zhan)式”綜(zong)合服務(wu)模式。五、組織實施(一)加強(qiang)組織領導。加強(qiang)黨對(dui)碳達峰、碳中(zhong)和(he)工(gong)(gong)作(zuo)的(de)領(ling)導(dao),省碳達峰碳中(zhong)和(he)工(gong)(gong)作(zuo)領(ling)導(dao)小組要(yao)加強(qiang)整體部署和(he)系統(tong)推進,研究重(zhong)(zhong)大問(wen)題、組織重(zhong)(zhong)大工(gong)(gong)程、發布重(zhong)(zhong)要(yao)數據;領(ling)導(dao)小組成員單(dan)位要(yao)加強(qiang)配合(he),扎實推進相關工(gong)(gong)作(zuo);領(ling)導(dao)小組辦公(gong)室要(yao)加強(qiang)統(tong)籌協調(diao),定期對(dui)各地和(he)重(zhong)(zhong)點領(ling)域、重(zhong)(zhong)點行(xing)業工(gong)(gong)作(zuo)進展情況進行(xing)調(diao)度(du),加強(qiang)跟蹤評估和(he)督促(cu)檢查(cha),確保各項任(ren)務落實落細(xi)。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格(ge)監(jian)督考核。落實國家碳達峰碳中和綜合評價考(kao)(kao)核(he)(he)制度(du),建立碳達峰碳中和工作(zuo)專項(xiang)考(kao)(kao)核(he)(he)機制,對(dui)能源消費和碳排放指標實行(xing)協同(tong)管理、協同(tong)分解、協同(tong)考(kao)(kao)核(he)(he)。加強(qiang)考(kao)(kao)核(he)(he)結果應用,按照國家和省(sheng)有關規定(ding)對(dui)碳達峰工作(zuo)成(cheng)效突出的單位和個人給予表(biao)彰獎勵,對(dui)未完成(cheng)目標任務(wu)的地方、部門依規依紀依法進行(xing)通報批評和約談問(wen)責。各地各有關部門貫徹落實情況每年向省(sheng)委和省(sheng)政府報告(gao)。
