马博士,中国项目管理研究委员会(PMRC)副秘书长、法国里尔商学院战略与项目群管理博士、国际项目管理协会(IPMA) 认证的国际高级项目经理、 美国项目管理学会PMP®、, 英国商务部(OGC) ITIL V3 首席培训师、OGC战略项目管理办公室(P3O® Practitioner)中国第一位认证培训师、OGC MSP Practitioner项目群经理及首席培训师、OGC MOP 项目投资组合管理中国第一位认证培训师、IPMA国际卓越项目管理大奖首席国际评估师。在国际卓越项目管理大奖评估体系中,马老师是中国第一位作为首席评估师领导跨国团队完成对西方特大项目评估的评估师。 马博士集世界三大项目管理体系(PMI/OGC/IPMA)于一身,在中国项目管理领域第一次提出了“全面的项目管理之道”的理念。

自1995年以来,马老师曾在多家世界顶级电信跨国企业(包括摩托罗拉、朗讯科技贝尔实验室、北方电讯等)担任研究员,高级项目经理,部门经理,高级研发经理,全球软件部高级执行经理等职位,具有十余年跨国企业运作管理、战略与 项目群管理和项目管理的实际经验, 他还是世界一级项目管理期刊《项目管理国际月刊》(《The International Journal of Project Management》,全世界唯一进入SCCI检索的项目管理期刊)特约评审专家。专业研究方向为战略与项目群管理,以项目为基础的组织,以及中国传统文化价值与西方管理框架的关系体系等。在IT,软件,电信等行业有十六年行业经验,亲自全面领导了投资数千万美元的跨地域电信软件系统开发项目, 并在中国第一个获得CMM/CMMI 5级软件认证的 IT组织中有多年的多项目及项目群管理经验。对软件工程,项目管理,战略管理,六西格玛,东西方跨文化管理等领域有深入的研究。并著有:《国际卓越项目管理评估模型及应用》。

马先生在担任摩托罗拉全球GSM部门高级经理期间,连续四年领导跨国团队在CMMI 5级软件组织中成功实施了敏捷软件开发方法,取得了数十个敏捷项目的成功。
